Swiss citizen could apply for China visa, one of basic documents used to apply for a Tibet Entry Permit, in China embassy in Bern or China consulate in Zurich. Please note that although Geneva is also a very internationalized city, there is no China consulate.
There is only three hours’ working time (9:00-12:00 AM) on every working day (Monday to Friday) for the consular sections of both the embassy and the consulate, so it is suggested to go to apply for your visa as early as possible.

If Swiss tourists don’t have time to visit the Mount Kailash and Lake Manasarovar during these five months, July and August can be their second options. Although these two months are rainy season, the temperature is good for taking a tour and the sceneries are beautiful.
